Organisational redesign taking shape alongside new hires
The North Sea Transition Authority (NSTA) has opened a recruitment campaign for two director-level posts, a newly created Chief Operating Officer, and a Director of Digital and Data.
The COO role calls for a skilled and experienced leader who understands the offshore energy sector and appreciates the role that the regulator plays. The job description outlines three areas of focus – accountability for delivering the NSTA’s commitments as laid out in our Corporate Plan, leading core functions such as Finance, Human Resources, Procurement and Facilities Management, and shaping the future of the organisation by leading work on organisational effectiveness and transformation.
The new Director of Digital and Data will be a key part of the NSTA’s Leadership Team and will take responsibility for our Digital and Data strategy, oversee the NSTA's digital, data and technology estate, and in addition will lead a significant portfolio of digital projects, modernising many of the applications and services used by the NSTA and by industry.

The recruitment drive comes as the NSTA completes its organisational redesign project which will see the creation of two new directorates – an Oil and Gas directorate and a Storage and Technical Services directorate.
NSTA Chief Executive Stuart Payne said: “This is both an exciting and incredibly important time to work as part of the UK’s energy sector. The government plans to expand the NSTA's role and give us enhanced powers and wider responsibilities to help ensure that the UK has the energy we need.
“We are meeting that challenge and reshaping our priorities and our organisation, including recruiting for these senior posts, in order to be totally ready to deliver for the UK public and industry.”
The redesign was launched in part to respond to the North Sea Future Plan, which set out the government’s intentions around managing existing North Sea oil and gas fields, protecting jobs and growing clean energy industries.
The revised structure will leave the NSTA better placed to work within the evolving energy industry, deliver government priorities and support industry.
Since its creation in 2015, the NSTA has evolved to support the developing industry. In 2022, the organisation changed its name from the Oil and Gas Authority to the North Sea Transition Authority to better reflect moving priorities. In 2023 the New Ventures directorate was created to be responsible for creating the conditions for future success in energy security, carbon storage and adoption of new technology, and the same year the NSTA was given responsibility for regulating offshore hydrogen transport and storage.
