The NSTA recognises the importance of effective and predictable management of late-life assets as they progress towards Cessation of Production (CoP).
To support this, the NSTA has brought together outputs from existing regulatory and stewardship processes into a single, integrated framework known as the Asset Transition Process (ATP).
The ATP does not reinvent existing processes. Rather, it aligns, strengthens and streamlines them, enabling the NSTA to make better use of data and information already provided by Operators, alongside NSTA-led analysis and modelling.
What is the ATP?
- A consistent and transparent framework to support stewardship, assurance and decision-making in the pre-CoP period
- A means of ensuring a regulatory-compliant, fit-for-purpose approach to late-life asset management across the UK Continental Shelf (UKCS)
Why does it matter?
- Establishes a shared NSTA and licensee view on the reasonableness of proposed CoP dates and timelines
- Provides clarity on how assets transition from production through to post-hydrocarbon phases
What are the objectives of the ATP?
- To explore opportunities to extend asset life, under existing or revised operating and/or ownership models
- To assess any technically and economically feasible alternatives to decommissioning, relating to subsurface assets and/or infrastructure at an early planning stage
- To secure alignment between the NSTA and relevant stakeholders on CoP timing and post-hydrocarbon plans
What does the ATP consider and assess?
The ATP takes a holistic view, considering:
- Planned CoP dates, production forecasts and emissions profiles
- Asset integrity, regulatory consents and compliance status
- Operator performance, track record and licensee alignment
- Any other relevant technical, commercial or strategic factors
These considerations are assessed collectively against strategic objectives, including the OGA Strategy and OGA Plan, NSTA Stewardship Expectations, and opportunities associated with Energy Transition projects.
