1. ENERGY

Stewardship

  • Zero routine flaring and venting by 2030.
  • Maintain average UKCS production efficiency at 80%*.
  • The P50 cost estimate of decommissioning the entirety of UKCS oil and gas infrastructure to be 35% lower (2017 price basis) than the initial P50 2017 baseline estimate of £59.7 billion by end 2022*.
  • To meet: a new decommissioning KPI from 2023 onwards will be published end 2022.
  • Optimise UKCS production within the effective net zero test.

Meeting Demand / Security of Supply

  • New exploration indicator and target to be agreed following the implementation of the climate compatibility checkpoint.

2. TRANSITION

Emissions Targets

  • As a minimum, reduce UKCS upstream Greenhouse Gas emissions by 50% by 2030:
    • 10% by 2025,
    • 25% by 2027
      (includes all greenhouse gases emitted from offshore production facilities, onshore terminals, drilling rigs and associated logistics).

Energy Integration

  • At least two electrification projects to be commissioned by 2027.

CCS (Carbon Capture and Storage)

  • To support ambition of capturing 20–30 million tonnes of CO₂ per year by 2030.
  • The NSTA will aim to award 2 licences in 2022, 3–5 in 2023, 10+ by 2025.

3. VALUE

Supply Chain

  • Evidence of meeting North Sea Transition Deal UK content commitments for net zero and decommissioning projects.

Investment, Efficiency, Jobs

  • Compliance with environmental, social and governance reporting standards.

Digital / Technology

  • Increasing volume of data available from the Digital Energy Platform.
  • Successful technology development/deployment case studies.

4. CORPORATE / ORGANISATIONAL

Great Place to Work

  • Sustain staff engagement at 70% or above as measured by the bi‑annual NSTA staff survey.

Digital Excellence

  • Delivery of internal Digital Excellence programme of developments.
